You have a few options when getting started- first decision, are you going to be a Runner, or a Blue? Let's weigh the pros and cons; yes, Blues have guns and ultimately more authority, resources, and money. But they also work for a controlling, oppressive government. Runners, on the other hand, are free risk-takers that can feel they are fighting for change. Then again, it is all too easy to be shot from or fall off of a rooftop, and besides, isn't getting paid by a political group just as much conformity as any Blue?
But let's say you decide you want to be a Runner. You start as an amateur Grey, with a few more options- are you looking to be a Runner, or a Hacker? A Runner is essentially a messenger, delivering messages and packages. A Hacker is a bit more technical; higher in demand, they know how to hack through government computers, and give directions to the Runners via an earpiece. And while Runners prefer rooftops, Hackers have the useful ability of being able to break into and hot wire cars.
Anyway, you decide to be a Runner, after all. You're up against some tough competition- your first matter of business is to get seen by either the Red or Green leaders. Don't appeal to Kelly or Prize, they'll ignore you; through stealth, speed, and cunning, prove your worth to them. Occasionally, the leaders will post competitions to uprising Runners.
If you want to be a Hacker, instead, you're going to have to do one of two things- A: team up with a Runner, if they get selected, they can put in a good word for you. B: do something impressive. Tap a government phone line, steal some computer evidence, something that will get you seen by the leaders. The benefits of being in a group? Money, power and security. Your groups are your family.
Now let's say that you refuse to join either group, that's fine. You are then a certified Grey, you have the freedom to do whatever you want. However, that means that you have the combined power of all three groups gunning at you. That's a lot of bullets.
Once you are chosen, you don the colors of your gang, and it becomes your family. The life outside you once had is gone; you are, quite literally, on the run.
Now, lets go waaay back. Say you chose the path of a Blue- great. Blues are a bit easier to get into; simply fill out your paperwork, don't piss off the commissioner, you're in. You'll need to work your way up the chain, though, if you want to be somebody. How can you do that? Bag yourselves a few Runners. Blues have gotten tricky; they dress like runners, are as quick and nimble as most of them, and have a good deal of weaponry and vehicles at their disposal.
If you don't want to be the typical officer, however, you may consider being a Pilot. Like a typical blue, you may carry a weapon. However, you also have been trained in mechanics, and you alone can fly the helicopters, motorcycles, and cop cars. It's an interesting, useful road to go down.
