The city in question is named New Haven, a beautiful lake side metropolis, a perfect combination of rustic history and dazzling modern architecture. The problem - an overly-invasive and controlling government. Two gangs of Runners own this place- with a third one stuck in the middle- essentially, they are differing political parties battling for control. Both of them agree on the basic concept that this much government control is no good, but with equally aggressive political sponsors, the two renegade groups battle one another for crucial political information.
James Prize is one such aspiring mayor of the city. Under the table, he is sponsoring a group of runners that identify themselves by wearing vibrant shades of red- may it be in their shoes, a wristband, or whatever, this is their color.
His opponent goes by the name Shane Kelly, and, again unknown to everyone but him and Prize, he sponsors an undercover group of runners. These runners wear a vibrant, lime green.
In the middle of it all, current mayor Adrian Blaire suspects but cannot prove that his two upcoming opponents (as the election isn't far off) are finding illegal ways to get a hold of government information. Granted, the information they are looking for is evidence that Blaire has done some illegal dealings himself, but every captured runner has denied ties with either candidate. In an effort to fight back, Blaire has the Blues completely under his control, and allows them a long leash. Where the runners are unarmed, Blues carry guns, and are not liable when using them against runners.
Where, you may pause to think, do these 'runners' come from? Driven by poverty and desperation, or perhaps the longing to get out and have an adventure, many young teens have severed ties with their families and taken to the streets, bidding for the attention of either red or green leaders. They have been nicknamed 'Greys', and attempt to get their hands on valuable information before established runners have, as to use the information as leverage to be accepted into either group, or to use it to benefit only themselves.
One thing a Runner, Blue or Grey can never forget is that there are no guarantees- death comes as swiftly as a mistimed leap or the twitch of a gun's trigger, not to mention one swift hand from the one who is really in control. The trick is to take orders, keep your head down, and run like hell.

Now I don’t know why you chose to follow who you did, but you must have a good reason. Just know this. I know everything in this city and I know everything you do. I will rule this city one day. But for now, lets just see how this plays out.
